On January 22, 2025, the new Packaging and Packaging Waste Regulation (PPWR) was published in the Official Journal of the European Union.

This regulation, which repeals the previous Directive 94/62/EC and came into force on February 11, marks the conclusion of a legislative process that began in November 2022 with the European Commission’s proposal. For the first time in EU legislation, it introduces a set of definitions, requirements, and targets for reuse, representing a key milestone in addressing the growing volume of packaging waste.

To support the implementation of the PPWR, the New European Reuse Alliance (New ERA)—which has actively contributed throughout the legislative process—will encourage policymakers, businesses, and civil society to collaborate in developing and expanding well-designed, accessible, convenient, and sustainable reuse systems. The goal is to establish a genuine circular economy that prioritizes reuse—making it the norm rather than the exception.
